Minutes: January 14, 2010

Chairman Diana Atwood Johnson opened the special meeting at 05:12 pm with OSC members Amanda Blair, Peter Cable, Evan Griswold, George James and Ted Kiritsis in attendance. Also in attendance were First Selectman Tim Griswold and Old Lyme resident MaryJo Nosal.

On a motion by George, seconded by Ted, it was voted to approve the OSC meeting minutes of November 13, 2009.

Election of Officers
Ted moved and Amanda seconded a motion to retain the same OSC officers in 2010 as those in the past year: Diana Atwood Johnson, Chair, George James, Vice Chair; and Peter Cable, Secretary. The motion passed on unanimous vote.

Proposed Cell Tower Lease on Cross Lane
There was discussion of material containing a Clough Harbour site plan and surrounding area information, distributed by Diana prior to the meeting, for the proposed SBA Tower LLC cell tower at 14 Cross Lane just north of the fire station, and of the proposed swap of the cell tower site for 46 acres of land at 17 Cross Lane, across the street from the fire station. Following discussion, Evan moved for approval of substitution of 46 acres of land at 17 Cross Lane for the SBA Tower LLC proposed 75’X75’ cell tower site plus driveway access at 14 Cross Lane, with Town retention of open space on the balance of 14 Cross Lane. George seconded the motion, which passed on a vote of 5 yes votes and 1 abstention. It was emphasized that the vote was an approval of substituting new open space for land taken for the cell tower and not an endorsement of the cell tower plan.

At 06:25 pm on motion by Amanda, second by Evan, it was voted to go into executive session. At 06:34 pm on motion by Peter, second by Evan, it was voted to leave executive session. There were no actions taken in executive session.

At 06:35 pm on motion by George, second by Amanda, it was voted to adjourn the meeting.
